1. Call to Order

Acting Chairman Sullivan called the meeting to order at 9:07 a.m.

Members physically present: Sullivan, Konstans, Madziarek.

Members virtually present: None.

Members absent: None.

Others present: Clerk Armstrong, Deputy Clerk Angie Martin.

2. Public Comment on Agenda Items

There was no public comment on agenda items.

3. Approval of the Minutes

  1. February 9, 2026 meeting of the 2025 Session.
    MOTION: Approve the minutes of the February 9, 2026 meeting of the 2025 Session as presented (Konstans/Madziarek); passed unanimously.

4. Recommendations on Non-Homestead Exemptions
  1. Docket 26-BA-006 (City of Batavia): MOTION: Recommend to the Department of Revenue that 100% of Parcels 12-22-255-002, 12-22-255-003, and 12-22-255-014 be exempt for 100% of the 2026 taxa​ble year and all subsequent years and, if approved, 100% of the parcels also be exempt for 11% of the 2025 year (Konstans/Sullivan); passed unanimously.
  2. Docket 26-DU-007 (Sri Veda Dharma Shala, Inc.): MOTION: Recommend to the Department of Revenue that 100% of Parcels 03-11-331-001, 03-11-331-002, 03-11-331-003, 03-11-331-004, and 03-11-331-005 be exempt for 100% of the 2026 taxable year and all subsequent years (Konstans/Sullivan); passed unanimously.
  3. Docket 26-EL-012 (Village of South Elgin): MOTION: Recommend to the Department of Revenue that 100% of Parcel 06-36-252-002 be exempt for 100% of the 2026 taxable year and all subsequent years and, if approved, 100% of the parcel also be exempt for 100% of the 2025 year and 8% of the 2024 year (Konstans/Sullivan); passed unanimously.
  4. Docket 26-SG-013 (Sugar Grove Fire Protection District): MOTION: Recommend to the Department of Revenue that 100% of Parcels 14-03-401-016, 14-03-401-017, 14-03-401-018, and 14-03-401-019 be exempt for 100% of the 2026 taxable year and all subsequent years (Konstans/Sullivan); passed unanimously.

5. Review of Electronic Forms for the 2026 Session

Clerk Armstrong briefed the Board about the changes required to the Board’s website to improve accessibility for persons with visual impairments and the impacts to the approved forms for the 2026 session.
