2026 Session of the Board of Review
Meeting Minutes – April 10, 2026 at 9:00 a.m.
Location: Hearing Room A
1. Call to Order and Roll Call of Townships
Supervisor Armstrong and Chairman Sullivan jointly called the meeting to order at 9:00 a.m.
Board Members physically present: Sullivan, Konstans, Madziarek.
Board Members virtually present: None.
Board Members absent: None.
Township Assessors physically present: G. Fritz (Rutland), Bielak (Dundee), Romanelli (Burlington), Binz (Plato), Yagen (Virgil), Rottmann (Campton), Hemmingsen (Saint Charles), Kovach (Kaneville), R. Kavanaugh (Blackberry), A. Fritz (Geneva), T. Kavanaugh (Batavia), Goeckel (Big Rock), and Salazar-Mares.
Township Assessors virtually present: None.
Township Assessors absent: Penkaty (Hampshire), Surnicki (Elgin).
2. Introduction of Board of Review and Guests
Other present included Supervisor/Clerk Armstrong, Chief Deputy Supervisor Winter, Assistant Chief Deputy Doran, Network Administrator Fiene, Deputy Clerk Martin, and deputy assessors from multiple townships.
3. Opening Remarks
Supervisor/Clerk Armstrong opened the session by noting that the much of the session will be spent discussing changes to the Board of Review process as a result of the implementation of web forms that are fully compliant with Title II of the Americans with Disabilities Act (Web Content Accessibility Guidelines Version 2.1, Level AA compliance). This is very much a work in progress, but he wanted to update everyone on what was happening.
4. 2025 Sales-Ratio Study Overview
Supervisor/Clerk Armstrong opened the session by noting that the much of the session will be spent discussing changes to the Board of Review process as a result of the implementation of web forms that are fully compliant with Title II of the Americans with Disabilities Act (Web Content Accessibility Guidelines Version 2.1, Level AA compliance). 5. 2026 Board of Review Rules Overview
Supervisor/Clerk Armstrong reported that the Board of Review has already adopted Rules and Procedures for 2026, but those Rules are subject to revisions once the web site process is finalized.
6. ADA Compliance for Assessment Complaints
Network Administrator Fiene reviewed an early version of the online assessment complaint process. The Board may go with an internally developed process, or it may use one under development by DevNet, the County’s property tax software vendor. Paper forms will also be available, but they cannot be placed on the County web site due to the requirements of Title II of the Americans with Disabilities Act. Once the forms are received, they will be distributed the same way as in prior years using SharePoint.

Assistant Chief Deputy Supervisor Doran reviewed the certification and posting procedures, emphasizing the correct procedure in areas of common mistakes. -

Network Administrator Fiene and Deputy Clerk Martin reviewed the SharePoint procedures, emphasizing the correct procedure in areas of common mistakes. -
Publication procedures
Assistant Chief Deputy Supervisor Doran discussed the timeline for assessment notification and publication, emphasizing the timeliness of the process. -
Stipulation procedures
Deputy Clerk Martin reviewed the procedures for stipulations, emphasizing the correct procedure in areas of common mistakes. -
Evidence for streamlined hearings
Supervisor/Clerk Armstrong discussed the need for timeliness in providing streamlined evidence, noting that while there was not a specific deadline, it was important that each set of evidence be submitted upon completion rather than waiting until all were done. -
Corrections
Assistant Chief Deputy Winter reviewed the process for submitting requests for corrections, noting that these are for changes after certification to the Board of Review but before the Board finishes its work for that year. -
Certificates of Error
Assistant Chief Deputy Winter reviewed the process for submitting requests for certificates of error, noting that these are for changes after tax bills are issued but before the order of judgment for that particular taxable year.
8. Q and A with Board Members
Assessors and deputies presented some technical questions to Board of Review members and Board members provided responses.
9. Additional Business
Items of additional business included a discussion of available three separate preferential assessments for affordable housing and their respective procedures and a reminder to file Economic Interest Statements during the month of April.
